Description
The Office of Naval Research (ONR) intends to negotiate with Raytheon Company Missile Systems 1151 E. Hermans Rd, Tucson, AZ 85706 on a sole source basis to perform engineering investigations of an AIM-7, an AIM-120, and a Variable Flow Ducted Rocket (VFDR) to determine if the flight parameters can be adjusted to perform a specific mission. Raytheon will also perform a parametric study to determine if it is realistically possible to produce a missile that can meet all the performance requirements. The assessments will include an estimate of the complexity of the engineering tasks required, cost, schedule, and any other pertinent findings to accomplish a successful demonstration of the concept. The end results of this effort will demonstrate the feasibility of modifying or developing a missile to perform the desired performance profile. The estimated start date is 31 December 2006 with a period of performance of four (4) months and a level of effort of $300K. Responses to this notice must be received within forty-five days (11 December 2006) after publication of this notice. Performance requirements are identified in the attachment to this synopsis entitled "Performance Requirements." Numbered Note 22 (Per FAR 5.207): The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capacity to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
