Description
This project is a US Army Corps of Engineers project using the New MILCON Transformation methodolgy. This project is the first and second phase of a 4 phase project. Work under this Design Building project consists of the complete design and constr uction of Barracks for 678 soldiers, a Company Operations Facility for eleven companies, and a Dining Facility to feed 800 to 1300 soldiers per meal per day seven days a week 52 weeks a year, complete with associated supporting utilities, storm drainage, c ommunications, electric, HVAC, fire protection, paving, walks, curbs and gutters, access drives, exterior lighting, site improvements and landscaping. The Barracks facilities are intended to be similar both functionally and technically to apartment facili ties in the private sector community surrounding the installation. The Company Operations Facilities are intended to be similar both functionally and technically to Office/Warehouse facilities in the private sector community surrounding the installation. The Dining Facility is intended to be similar both functionally and technically to College/Corporate Cafeteria in the private section community surrounding the installation. This solicitation is Phase 1 of a 2 Phase Design Build Best Value solicitation p rocess. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of the Phase 1 proposals, the Government will se lect a maximum of five hightest rated offerors to receive the Phase 2 technical requirements package and provide a technical and cost proposal for consideration by the Government. The technical information contained in the Phase 2 proposal will be reviewe d, evaluated, and rated by the Government. Cost information will not be rated in either Phase, however, cost will be considered. The proposal process for this 2 Phase procurement consists of the following: PHASE 1 PROPOSAL will include Performance Capabi lity (Organization - Business Management Plan, Specialized Experience, Past Performance, and Key Personnel). PHASE 2 PROPOSAL will include Design Information (Building Functional and Aesthetics, Building Systems and Material Quality, Site Design and Sustai nability Requirements), Price and Pro-Forma Information. There will be Hubzone Price Evaluation Preference. The approximate issue date is 8 November 2006 with an approximate due date for Phase 1 of 8 December 2006. This project is available by downloading from the web only. Phase 2 information will be sent to the selected contractors once selection is made.
