Description
This is a Sources Sought Announcement. This is not a request for proposal, quotation or bid. The U. S. Army Corps of Engineers is looking for contractors capable of providing the services as described below. The Government will use the responses t o make appropriate acquisition decisions. Interested sources should respond with a capability statement, list of similar projects, and references, along with documentation of their socio-economic classifications in a document not to exceed 5 pages. The N AICS Code being considered for this project is 237990 with a size standard of $31M. Background: The project is referred to as the Lower Kingman Islands project. The Lower Kingman Islands project involves Lower Kingman Island and adjacent Heritage Island. Heritage Island is located in Kingman Lake just downstream of Benning Road in Wash ington, DC. Lower Kingman Island lies between Kingman Lake and the mainstream Anacostia River. These islands are within Kingman Lake, near RFK Memorial Stadium, on the Anacostia River, on the east side of Washington DC. Kingman Lake was constructed when the Corps of Engineers extensively dredged existing freshwater tidal marsh habitat from the 1920s through the 1930s to create recreation opportunities for area residents. The two islands were created from the dredged material. Kingman Lake is hydraulic ally connected to the Anacostia River, and is approximately 110 acres in size. The Anacostia River watershed is highly urbanized and has been identified as a high priority area for restoration by the Chesapeake Bay Program. The proposed project would construct aquatic and riparian ecosystem restoration on both Lower Kingman and Heritage Islands. The major components of the Lower Kingman Islands project consists of restoration of approximately 44 habitat acres, consisting of wetlands (2.3 acres), grasslands (6.5 acres), and forest buffer establishment (11.4 acres). Restoration will reduce imperviousness on the islands, removing significant invasive vegetative species (greater than 20 acres), planting native forest buffers, co nnecting riparian habitat and restoring vernal pool habitat (Heritage Island). Some minor passive recreational features are also included.
