- The FAA intends to issue a contract for support services to the Airport and Aircraft Safety R + D Division at the William J. Hughes Technical Center. This would be a first time procurement. The Statement of Work indicates that the contractor would provide support for seven research areas for the Flight Safety Branch of the Airport and Aircraft Safety Division under the Federal Aviation Administration (FAA) Aviation Research and Development Office. This announcement is a Market Survey used to solicit statement of interest and capabilities from all interested parties. This market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination of weather adequate competition exists to set-aside the procurement among eligible socially and economically disadvantaged businesses (SEDB) or whether it is more appropriate to conduct this procurement using other procedures. The principal North American Industry Classification System (NAICS) code for this requirement is 541710 and 1500 employees. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA SEDB 8 (a) Certification letter (if applicable). The failure to obtain adequate and appropriate SBA SEDB 8(a) or other small business participation in this market survey may result in a determination to conduct this procurement under other competitive procedures. All responses are to be provided on company letterhead and limited to a total of five pages. Interested parties are required to fill out the attached Business Declaration Form and return as described below. In addition, interested parties are required to review the attached Statement of Work and indicate their capability by briefly addressing the seven areas of research located in the Statement of Work. In addressing these seven research areas, also provide information concerning contracts that are considered relevant in demonstrating ability to perform the proposed effort. At a minimum, the description shall include the information below for contracts performed within the last three (3) years: Project title/description Customer name Project start and end dates Project value Client Point of Contract information Address and telephone number Description of work performed Type of Contract After evaluating the responses, the FAA intends to post another announcement for qualified contractors to respond to a Screening Information Request based on the same Statement of Work. The FAA intends to have any resultant contract in place by December 31, 2006. The anticipated period of performance is one 12-month base period, with up to four (4) 12-month options. The FAA will not be liable for costs associated with the preparation and submittal of inquiries addressing this announcement. Brochures alone will not be considered sufficient documentation of capabilities. Responses will not be returned. This is not a request for competitive proposal. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. A Screening Information Request does not exist for this announcement.
