Description
The NATO Consultation, Command and Control Agency (NC3A) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the production, delivery and installation (including flight inspection) of an Instrument Landing System (ILS) at Geilenkirchen Airfield in North Rhine-Westphalia, Germany. The Federal Republic of Germany is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The estimated value of this project is Euro 550,000 (USD $698,000). The reference of the Invitation for International Bid (IFB) is BAWV ? Nr./BAWV-No. 68-05-11 (15/2006). The U.S. Department of Commerce will be using the reference IFB-GERMANY-ILS-68-05-11. SCOPE OF PROJECT The quotation shall include the system configuration for CAT I landings but with the inherent capability of upgrading to CAT IVIII. It shall include delivery of a Type Certified System (Localizer, Glideslope and Marker (MM and OM), Control and Monitor facilities, installation and ?flightcheck? as well as initial spares provision, and training of operators and maintenance personnel. Instead of the markers a DME shall be offered as an option. Applications to supply private extension systems or other telecommunication installations, which are to be connected with the public telecommunications network, may only be submitted by firms licensed to do so by the Regulierungsbehorde fur Telekommunikation und Post (RegTP), Heinrich-von-Stephan-Str. 1, 53175 Bonn ? Bad Godesberg. A photocopy of the license must be submitted with the application. Although it is planned to place contracts covering a/m works/services as a whole, the tender call may provide for a subdivision into separate lots. The contract will be let as a fixed price contract with no variation clause or change of price for the performance time of the contract. The price proposal must be valid for 8 months. Bidders must ensure and confirm that existing property rights will be usable by NATO, NATO nations and third parties contracted by them for maintenance and modification without recurring fees and cost for the lifetime of the items procured. The project is classified at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 22 November 2006 2. Anticipated date that the Host Nation will forward the Invitation for International Bidding (IFB) to those on the Bidders List: 05 January 2007 3. Anticipated closing date for receipt of bids: 05 March 2007 4. Anticipated contract award date: 06 July 2007 5. Approximate period of performance: July 2007 to September 2007
