Description
The Social Security Administration (SSA) intends to negotiate solely with Softbase Systems, Inc. of 1200 Ridgefield Blvd. Suite 290 Asheville NC USA 28806, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the Contracting Officer has determined that the circumstances of the procurement deem only once source reasonably available. This requirement will be to purchase maintenance on Government owned SOFTBASE SYSTEMS software currently installed on System 81 (LPAR only) in SSA?s National Computer Center (NCC). Maintenance support for the DGF software must be renewed, effective November 30, 2006 through November 29, 2007. Maintenance support provides the required software fixes, corrections and revisions necessary to ensure a stable processing environment. Without maintenance support, the SSA software developers would experience degraded service, which would impact software development deadlines. This software is a DB2 test and development support tool, used in the construction and maintenance of an application test environment. SSA uses this software for the creation of realistic and representative test data essential to the integrity of SSA?s programs. The DGF software helps to streamline and simplify SSA?s application development environment, while satisfying applicable security and privacy requirements. The vendor (Softbase Systems, Inc.) owns all proprietary rights to the software's source code. The vendor is the only responsible sole source for maintenance support, upgrades, update and fixes; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the software maintenance, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures for the period of 11/30/06 through 11/29/07. Responses to this notice should be submitted by Noon on November 1, 2006. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
