- The General Services Administration (GSA), Federal Technology Service (FTS), Mid-Atlantic Region intends to solicit on a full and open competition basis using FAR Part 13.5 procedures twelve (12) Sybase ASE Enterprise Edition CPU Licenses (Platform- Sun Solaris SPARC 64 Bit, Manufacturer Catalog Number 13839) with Extended Support. The applicable NAICS code for this requirement is 511210. The size standard is $23.0 million. The solicitation will be posted to the Federal Business Opportunities website on or about October 30, 2006. No paper copies of the solicitation will be issued by GSA. Prospective offerors are responsible for monitoring this website for any updates. Modification 1 is issued to post a brand name justification for purchase of the required Sybase Licenses. Brand Name Justification Sybase ASE licenses The justification is to purchase Sybase ASE licenses for Defense Security Services (DSS). The DSS application Joint Personnel Adjudication System (JPAS) was developed with and is currently in production using Sybase ASE. JPAS supports the entire DoD for adjudication and management of personnel security clearances. JPAS is currently in production and is expected to provide increased functionality to the DoD, Federal, and DIB user communities. In order to provide the expected increase in functionality additional Sybase ASE license are required. The use of the Sybase licenses reduces the amount of development time that would be needed if a different Relational Data Base Management system is procured, thus increasing overall productivity and best value to the government. As such, purchase of the brand name items is justified and will result in lower manpower costs to operate and maintain the platform. A common platform for JPAS will streamline maintenance and operational requirements, resulting in lower training and troubleshooting costs attributable to standard diagnostics, configuration and support; will simplify management of licenses and warranties, and maximize compatibility and reliability. These requested additional licenses are essential elements for DSS to minimize downtime, enhance efficient and effective operations. This is especially true of IT products where the risk of increased cost (at an exponential rate) is very high in the face of any downtime since the productivity of DSS?s work is vastly dependent on the reliability of its computer operations.
