Description
The Marine Corps Systems Command, on behalf of the Marine Corps Warfighting Laboratory(MCWL), intends to award a Sole Source contract to FATS Inc. for the following items: 1) 0001 Terrain Database Development of Irish Wash Training Area 2). Terrain Database Development of Blue Mountain Training Area. The rationale for other than full and open competition is that the Marine Corps Warfighting Laboratory is currently working with Fire Arms Training Systems Inc. on initiatives of simulation, namely the Indirect Fire Forward Air Controller Trainer (I-FACT). 24 months of experimentation has been conducted utilizing the I-FACT, and the need to acquire additional terrain databases depicting USMC training areas has arisen. These data bases will be of training areas used by USMC in Yuma, Arizona so that realistic simulation can be done before units conduct live fire. The development of data bases depicting USMC training areas will allow for units to rehearse operations on the ground which live fire will be conducted. The training areas to be developed for the I-FACT are probable venues for MCWL?s TAC-CFF. The terrains to be developed will be the Irish Wash and Blue Mountain training areas, with development software capable of interfacing both the new IFACT system and the previously procured IFACT system. Through experimentation MCWL has proven that the use of a medium fidelity simulator is an integral piece of meeting the demands which will arise from the implementation of a Distributed Operations (DO) capability, MCWL has been using the Indirect Fire-Forward Air Controller Trainer (IFACT) for the past two years. MCWL owns five (5) systems which are spread across the fleet for training and data-collection. Currently, the only available terrain which depicts USMC training areas is the Delta Corridor Training Area at the Marine Corps Air Ground Combat Center (MCAGCC) Building 13373D Battalion 11th Marines Supply 29 Palms California. The! incorporation of USMC training areas for use in rehearsal type traini ng will better prepare units for training events, and greatly enhance the effectiveness of live fire events. In order to continue experimentation using the laptop trainer, software capable of interfacing with the existing trainer is required, in order to continue the next upcoming experimentation. Interested contractors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Purchase Request number for this acquisition is M67854-07-Q-9001. The North American Industry Classification System (NAICS) code is 541512.
