Description

The Walter Reed Army Medical Center (WRAMC) requires maintenance service on a Pitney Bowes "M3 Mail Sorter", a specialized automated messaging solution that processes, tracks and manages incoming mixed mail. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of WRAMC in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. The Government intension is to negotiate on a sole source basis with Pitney Bowes for this requirement in accordance with FAR 6.302-1. Pitney Bowes is the OEM of the "M3 Mail Sorter" and the only fully authorized party that services the equipment. The intent of this pre-solicitation notice is to allow interested parties the opportunity to submit capability statements that could lead to a competitive bidding process. No solicitation document exists. Any firm that believes it can provide the stated capability is invited to submit written e-mail notification to Ron Robinson by November 8, 2006. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information should be e-mailed to Ronald.Robinson2@mms.gov. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, GovWorks will proceed with the sole source contract.
