Description

Project Title: Fort Bliss, Texas, Ammunition Storage Facility. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA), Federally Certifies 8(a), Small Disadvantage Business, Historically Underutilized Business Zone Small Business ( HUBZone), and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 236220 Commercial Building Construction. The Small Business Size Standard is $23Million. To make an appropriate acquisit ion decision for the above project, the Government will use responses to this sources sought synopsis. The order of magnitude for this effort is estimated between $10,000,000.00 and $16,000,000.00. Project Information: The work consists of the design/build of ammunition storage and support facilities. The facilities include standard-design earth covered ammunition Class 1.1, 500,000 lb. explosive bunkers, storage building, sentry station, administr ation building addition, construction of a salvage yard area, the installation of Intrusion Detection System, (IDS) and Information Systems. Supporting facilities include utilities; electrical service, water sewer, gas, paving, curbs and gutters, storm dr ainage and Anti-terrorism/force protection measures to include perimeter security fencing, lightning, CCTV system and phone lines. Responses must be received no later than 2:00 P.M. central standard time, on November 8, 2006. The following information is required: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State if your company is a Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, or Service-Disabled Veteran-Owned Small Business. 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount). 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for Certified 8(a), Small Disadvantaged Business, HUBZone Small Business, or Service-Disabled Veteran-Owned Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience in the design and construction of ammunition storage and support facilities. The facilities include standard-design earth covered ammunition bunkers, stora ge building, sentry station, administration building addition, construction of salvage yard area, the installation of Intrusion Detection System, (IDS) and Information Systems. Supporting facilities include utilities; electrical service, water sewer, gas, paving, curbs and gutters, storm drainage and Anti-terrorism/force protection measures to include perimeter security fencing, lightning, Closed Circuit Television (CCTV) system and phone lines. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing relevant contracts that are similiar in scope that they have performed. The matrix shall show the most recent, up to five projects, that pro ve you can meet each qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Proof of the Small Business Administration (SBA) registration 8 (a) and HUBZone shall be provided with this response. Firms responding to this sources announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of the sources sought announcement.
