- W912HN-06-R-0068 SOF Hangar/Squadron Operations Facility at Pope Air Force Base, North Carolina. FSC: Y152 NAICS: 236220 Contractual Questions: Sherry Gulley, Contract Specialist, (912) 652-5981. Technical Matters: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet W912HN-06-R-0068 Bidder Inquiry Key: GWK99M-IE5ZJ4. The contract will be Firm Fixed Price. The project will be solicited and procured usi ng a Performance Price Trade-Off request for proposal in accordance with Federal Acquisition Regulation(FAR) 15. The anticipated cost range is $10,000,000 to $25,000,000. This solicitation is issued on an unrestricted basis pursuant to the Business Oppor tunity Development Reform Act of 1988. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Fed eral Technical Data System (FedTeds) at www.fedteds.gov. In order to locate solicitation Contractors can go to FedBizOps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others ca n access through the FedBizOpps site. This solicitation will be issued in electronic format only and will be available on or about November 9, 2006. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsib ility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of Work: The project, located on Pope Air Force Base (Fayetteville), NC, provides a combined aircraft maintenance hangar and squadron operations facility in a single structure. The hangar portion is approximately 39,000 square feet, and invol ves a high-bay structural span of nearly 300-feet. A 12-inch thick, approximately 300-feet x 200-feet concrete transition pavement will connect the hangar to the existing aircraft parking apron. Project features include structural steel framing, concrete foundation and floor slab, heating ventilation and air conditioning;, and standing seam metal roof and membrane roof; fire alarm and sprinkler system and high expansion foam (HEF) fire suppression system for the hangar; and site erosion control measures. The squadron operations portion is a 2-story structure attached to the hangar and is approximately 42,000 square feet, and includes an elevator. The Squadron Operations facility area includes a Sensitive Compartmented Information Facility (SCIF); a commu nication computer management system, and both administrative, flight operations, flight planning, life support equipment space, and maintenance support shops. Also included are water, sewer, storm water, and natural gas service and connections, as well as associated site improvements. Exterior electrical service will provide by Sandhills Utility Services and the successful bidder will coordinate the associated work with Sandhills.
