- This project is a US Army Corps of Engineers project using the new MILCON Transformation methodology. The project objective is to design and construct facilities for the military that are consistent with the design and construction practices used fo r civilian sector projects that perform similar functions to the military projects. Proposal must offer innovative, creative, life cycle cost effective design solutions that will expedite construction and shorten the schedule. The project shall provide f acilities to accommodate the Human Resources Center of Excellence administrative, computer and command operations. Work under this Design/Build project consists of the complete design and construction of a 897,432 SF computer and administrative building f or 4,282 personnel, complete with associated supporting utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site improvements and landscaping. Force protection measu res will be incorporated into the design. The project is intended to be similar to office type - computer and administrative buildings in the private sector community surrounding the Installation. The estimated price range is between $150,000,000.00 and $200,000,000.00. This solicitation is Phase 1 of a 2-Phase Design/Build Best Value solicitation process using new MILCON Transformation methodology. The process requires potential Offerors to submit their performance and capability information initially for review and con sideration by the Government. Following the review, evaluation, and rating of the Phase 1 proposals, the Government will select a maximum of five highest-rated Offerors to receive the Phase 2 technical requirements package and provide a technical and cost proposal for consideration by the Government. The technical information contained in the Phase 2 proposal will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect both t he rating received in Phase 1 and the evaluation rating received in Phase 2. Cost information will not be rated in either Phase, however, cost will be considered. All evaluation factors, other than cost or price, when combined, are equal to cost or price . The proposal process for this 2-Phase procurement consists of the following: PHASE 1 PROPROSAL - Specialized Experience, Past Performance, Key Project Capabilities and Experience, Organization and Technical Approach, and Financial Capability. PHASE 2 PROPROSAL Building Functional and Aesthetics both interior and exterior, Quality of Building Systems and Material, Site Design, Sustainability Requirements, Key Subcontractors Specialized Experience and Past Performance, Proposed Contract Duration and Preliminary Schedule, Past Performance of Utilization of Small Business Concerns, and Price and Pro Forma Information. An Industry Forum will be held on October 31, 2006 from 9:00 until 12:00 EST at the Kentucky International Convention Center in Louisville, Kentucky. In the event of an unexpectedly large number of participants, a second session from 1:00 PM to 4:00 PM ma y be held on the same day The estimated issue date is 8 November 2006, with an approximate due date for Phase 1 of 8 December 2006.
