Description
CONTRACT INFORMATION: POC: Angela D. Saville, Contract Specialist, 256-895-1764, Angela.D.Saville@usace.army.milusace.army.mil or Ms. Tommie Savage, Contracting Officer, (256) 895-1384. DESCRIPTION: The U. S. Army Engineering and Support Center, Huntsville, seeks to identify responsible potential sources in regards to issuing a solicitation providing Architect Engineers (A-E) services for the Range and Training Land Program, NAICS 541310 , for the U.S. Army Corps of Engineers, Huntsville Center (CEHNC) facility located at 4820 University Square, Huntsville, AL. SYNOPSIS: Specific requirements are expected to include, but will not be limited to: Range and Training Land Program (RTLP) project planning, DD 1391 development, site investigations, engineering analysis, surface danger zone analysis, evaluations and stu dies, topographic surveying and geotechnical investigations, site investigation, unexploded ordnance support, innovative technology applications analysis, sustainable design applications, National Environmental Protection Agency (NEPA) documentation inves tigations, construction plans, specifications and cost estimates, value engineering studies, contract solicitation documents and engineering services during construction. Engineering services during construction may include supervi?sion and inspection of construction, review of shop drawings, schedules and sequencing of construction, preparation of operation and maintenance manuals, and engineering/design during construction. Range projects are located at various locations operated by the Department of Def ense (DoD) and other federal agencies. The range projects may be in the continental United States (CONUS) or outside the continental United States (OCONUS) when there is no conflict with an existing Status of Forces Agreement (SOFA). Services will requir e the knowledge and ability to deal with the many unique training requirements involved with the multiple weapons systems used within DoD and the need to build facilities that will withstand multiple training events from weapons systems firing training and live ammunition. Designs will also interface with the Armys digital battlefield concept, which requires that all elements of the battlefield operate and communicate through a seamless digital system PROCEDURES: This request to interested parties is for gathering information only, the objective in issuing this Request for Interest and Information (RFI) is to solicit responses from the A-E business industry. Firms should have capability of performing quality assurance (QA) oversight of subcontractor work. Interested firms should submit a current SF330 and a separate document describing relevant experience in the following format: name(s) of client(s); location of job site; client point of contact and telephone number; and the date services were performed. This documentation should be limited to description of past and current contracts of the kinds of work and facility types identified above and should be limited to (8) eight pages. It is not necessary to submit any additional company information, resumes, sales material or brochures at this time. Mail submittals to U.S. Army Engineering and Support Center, Huntsville, 4820 University Square, Huntsville, Alabama 35816-1822, ATTN: Ms. Angela Saville. Submittals are due no later than 7 days following the pu blication date of this announcement. Sources for this purpose are being sought from experienced firms with North American Industry Classification System (NAICS) code 541310, size standard 4.5 million. The estimated price for this procurement is $150 milli on dollars which includes one base year and four one year option periods. The award of multiple IDIQ contracts is being considered, and will be determined based on the response of this synopsis. The anticipated contract award date is July 10, 2007. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR P ROPOSAL (RFP) nor does its issuance restrict the Government to a particular acquisition approach. This notice is to help USACE in determining sources only, both large and small businesses. The Government will NOT reimburse the contractor for any cost ass ociated with preparing or submitting the information described in this synopsis. Reponses to this sources sought announcement are not adequate responses to a future solicitation announcement. The Government reserves the right to determine the appropriate method of procuring the above services based upon its analysis and evaluation of the capability statements.
