Description

This is a Combined Synopsis/Solicitation (CSS) for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as suppleme nted with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotation (RFQ) are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplif ied Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13. The awarded contract will be firm fixed price for a base year and four (4) one (1) options years. This commercial item acquisition is being solicited unrestricted. The North American Industry Classification System (NAICS) is 493190. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may registe r online at https://www.bpn.gov/CCR/scripts/index.html. The contractor shall furnish the necessary personnel, materials, facilities, and other services as may be required to perform the work set forth herein. The contractor shall provide Storage, Pick-Up and delivery of containers for magnetic media and documentation for the Surface Deployment Distribution Command (SDDC). The contractor shall perform to the standards and specifications in this contract. Contract Period of Performance will be for extended base year and four optional periods from date of the award. This requirement is for the Base period of performance 1 November 2006 through 30 September 2007, with 4 one (1) year option periods from October 2007 through September 2011. If pricing is differ ent for option years, please provide along with base year. The quotation shall consist of Contract Line Item Number 0001AA DLT Tapes MIN/MAX: 1/4 Monthly Storage Charges 12 Months. 0001AB DLT Tapes MIN/MAX: 1/12 Monthly Storage Charges 12 Months. 0001AC Closed container Storage - Documentation, Size 13x11x16.5 MIN/MAX: 1/5 Monthly Storage Charges 12 Months 0001AD Weekly Delivery/Pickup Service 52.00 weeks. 0002AA Next Day Service: Non-Schedule Delivery 4.00 Each 24 hour Delivery Service. 0002AB 4.00 Each Same Day Service: Emergency Delivery. 0002AC after Normal Business Hour Service: Emergency Delivery 3.00 each. 0003 mo nthly inventory report 12.00 each. In addition, all technical questions concerning this requirement must be emailed to awadallahn@sddc.army.mil no later than October 27, 2006 at 12:00PM Eastern Standard Time (EST). Offerors that fail to furnish required represent actions or technical inform ation as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The following FAR Clauses and Provisions are incorporated by reference and apply to t his acquisition. FAR prov ision 52.212-1 Instructions to Offerors of Commercial Items (Jan 2006) and FAR provision 52.212-3 Offeror Representations and Certifications Commercial Items (March 2005) with Alternate I (Apr 2002). (Note: In order to complete thee e Representations and C ertifications for the referenced provisions you must go to the Web Site at http://farsite.hill.af.mil/Vffar1.htm locate the referenced provision, copy and paste it to a Word Document and complete) An offeror shall complete only paragraph (j) of FAR 52.212- 3 if the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application (ORCA) web site at http://orca.bpn.gov. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Se p 2005) apply to this acquisition, addendas attached are: FAR 52.247-34 FOB Destination (Nov 1991). Pursuant to FAR 52.212-2 Evaluation Commercial Items (Jan 1999), award will be made on a low price technically acceptable basis. Paragraph a. of provision 5 2 .212-2 is completed as follows: I) technical capability of the item to meet the requirements of the Government, ii) past performance, and iii) price. Technical proposals will be reviewed for compliance with the Performance Specifications. Past performance will then be evaluated for all offerors whose technical proposal has been determined acceptable. Price will then be evaluated for offerors whose technical proposal and past performance that have been determined acceptable. Unreasonable prices or a history of poor performance can make the overall proposal unacceptable. Offerors shall include in their proposal, past performance information on at least three other contracts in which they provided same or similar services. Past performance information shall in clude the following: 1) Contract Number, 2) Company/Agency Name and Address, and 3) Point of Contact (Name) with Phone Number and Email Address. FAR 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Order Commercial Items (A ug 2006) apply to this acquisition.
