Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Naval Air Systems Command in conducting a Market Survey of Industry to determine potential vendors who have knowledge or potential capability of Digital Radio Frequency Memory (DRFM) defensive electronic countermeaures systems that will provide improved capabilities against future electronic threats and improve logistic supportability on F/A-18 C/D and AV-8B aircraft. The desired system will address deficiencies in the Navy and Marine Corps' existing ALQ-126B and the ALQ-164 jamming pod. The upgrade system must be form-fit-function compatible with; and must work in conjunction with the current aircraft mission computer and installed "A" kit reducing operations and support cost. This system must meet all current specifications and be ready for Test and Evaluation within 18 months. The vendor must possess the skills, experience, qualifications and knowledge required to successfully provide a system including associated hardware, engineering and production support services. Based on a review of industry response to this Sources Sought Synopsis, the Government will determine the appropriate acquisition strategy. It is requested that an interested business submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating their ability to meet and execute the requirements set forth in the Specifications listed above. This documentation shall address, as a minimum, an understanding of the following through prior/current corporate experience; (1) defensive electronic countermeasure systems; (2) possesses a valid DOD security clearance to at least the SECRET level; (3) possesses an approved classified storage facility (SECRET level); (4) design and systems engineering , design verification, first article and qualification testing; (5) planning, coordinating and conducting tests to prove system performance, and; (6) system integration, manufacturing and delivering of hardware; (7) company profile to include number of employees, Cage Code, DUNS number, NAICS Code and a statement regarding current small business status; (8) resources available such as corporate management, facilities and manning to be assigned to the project; (9) statement on whether your interest in this Sources Sought is to be the prime contractor or are you seeking subcontracting possibilities.
