Description
The Supervisor of Shipbuilding (SOSB) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award will be made in accordance with FAR part 13.5. The RFQ and incorporated provisions are those in effect thru Federal Acquisition Circular (FAC) 2005-13 and DFARS Change Notice (DCN) 20061004. The NAICS code is 516110 and the size standard is 500 employees for this procurement. Quotes are due by 12:00 p.m. est on 23 October 2006. it is anticipated that award will be made on or before 27 Oct 2006. The resultant contract will be a Firm Fixed Price type contract. In accordance with 10 USC 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, SOSB intends to contract, on a sole source basis, to Information Handling Services (IHS), Inc, 15 Inverness Way, E, Englewood, Colorado, 80112-5710, for licensing for one year for the IHS Specs and standards on-line subscription. IHS is the only known source with the extensive database required to provide on-line access to commercial and standard specifications that meets the Governments minimum needs. The system allows instant unlimited access within the bounds of the subscription. Vendor shall supply/provide the following: Standard Quarterly (SBT5); DOD Adopted Industry Standards (DSA53); Historical DOD Standardization Service Complete (DS979); and Military Specs & Standards, Core (QML1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the G overnment not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
