- The Centers for Disease Control and Prevention intends to award a modification to the cost reimbursement contract 200-2004-09722 with The CFIDS Association of America of Charlotte, North Carolina, that adds the following additional tasks under contract line item number (CLIN) 0033 to the Statement of Work: Task 1. Earned Media Activities - The contractor shall develop a media pitching plan prior to the national event launch and conduct all media outreach and promotion media efforts for CDC?s CFS Public Awareness Campaign, pre/immediate-post event. The media plan shall include, all Washington, D.C. bureau?s, morning news shows and health units of national and cable networks. The contractor shall leverage the event with continued post event pitching with interested health reporters and book all interviews with subject matter experts and CFS patients. The contractor shall also provide a media plan for up to 12 top and second-tiered national/regional markets, segmented accordingly, for example, 8 top tier and 4 second-tiered, to notify print and broadcast media of the upcoming (and recurring) National Tour ?Faces of CFS? exhibit/venue (see below, Task 3.). This activity is a long-range national activity/effort and should include continued leveraging of outreach and promotion to PSA directors, health reporters, features/human interest reporters, community calendars, health care facilities? community relations departments, and regional health care organizations. The contractor shall provide all logistics and coordination for identifying or booking speaking opportunities with subject matter experts or patients accordingly. Specific to earned media activities and this task, the contractor shall provide, prepare and distribute all press kit materials throughout the duration of the ?Faces of CFS? exhibit (Task 3) and coordinate any research announcements about CFS by CDC scientists with CDC project officer assistance and CDC?s Office of Media Relations. The contractor shall also provide all logistics and spokesperson identification with any necessary media training to ensure CDC?s CFS Public Awareness Campaign messaging and science is conveyed clearly and appropriately and to disseminate up-to-date CDC CFS information for public audiences and health care professionals/providers. Task 2 - Public Service Announcements (PSAs) for Television and Radio ? Fees, Distribution and Storage. The contractor shall provide a plan to extend all talent rights and fees for PSAs and provide all logistics for securing these fees and contractual agreements and provide storage and dissemination plans for all PSA packages until available for distribution to stations; the dissemination plan should coincide with national, regional and local events and activities. Task 3 - National Tour ? ?Faces of CFS? portrait exhibit. The contractor shall provide a national exhibit tour plan to include a 3-month out plan, 6 month and 12 month for CDC?s Public Awareness Campaign to include high-impact audience reach. The contractor will be responsible for all venue fees, equipment, electricity, insurance, and maintenance for up to 3 national or regional events for health care providers and professional audiences and up to 12 public audience venues. The contractor shall also provide all logistics, staffing, coordination, scheduling, travel, lodging, per diem, shipping fees, storage, assembly/disassembly of exhibit and dissemination of collateral materials for these health care professionals and lay audiences. Task 4 ? Partnership Development The contractor shall provide a national outreach and promotion partnership plan for continued efforts to secure ongoing and long-range support for CDC?s Public Awareness Campaign. The plan should include up to 40 national or state organizations and partner groups to expand target population reach through partner vehicles such as newsletters, electronic materials, and other printed materials. The plan shall also include mailings, preparation and transmission of camera-ready materials, development of all correspondence to partner groups, follow-up and distribution of materials. Task 5 ? Campaign Collateral Materials The contractor shall revise all print advertisements and produce new art for revisions to collateral materials. This should include creation of all educational, media, consumer, health care professionals? promotional products and materials to reflect previous prevalence rates: 1) Understanding Chronic Fatigue Syndrome: A guide for patients, 2) Recognition and Management of Chronic Fatigue Syndrome: A resource guide for health care professionals, 3) CFS Toolkit for Health Care Professionals to include revising: a) CFS Overview fact sheet and b) Diagnosing CFS fact sheet, and 4) Creation of all print materials for the PSA kits; and develop TV and Radio Public Service Announcements; create, produce and facilitate talent fees and/or extended rights use for new voiceovers for television PSAs and 60-second radio PSAs; revise, reproduce and distribute TV PSA to 800 stations, revise, reproduce and distribute radio PSAs to 2500 stations; and revise and reprint collateral materials for consumers and health care professionals, 30,000 copies of patient brochure and 10,000 copies of provider toolkit. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 6.302-1.
