Description
The Defense Information Systems Agency (DISA), Procurement and Logistics Directorate (PLD), Falls Church, VA has a requirement for procurement of specialized technical support to Defense Information Systems Agency (DISA) in its Chairman, Joint Chiefs of Staff-chartered role as the US Nuclear Command, Control and Communications (C3) Systems Engineer. This technical support provides in-depth system engineering, systems analysis, vulnerability analysis, program and budget analysis and technical analysis regarding the Nuclear C3 System. Efforts focus on engineering, analysis and documentation of both current and future objective architectures as well as alternative architecture development for acquisition strategy decisions for evolving the Nuclear C3 System. The scope of tasks to be performed by the contractor is in the areas of: a) Architecture Analysis and Engineering b) Architecture Vulnerability Analysis c) Nuclear C3 System Description d) Assessment and Evaluation Support e) ASD(NII), Joint Staff, and Combatant Commander Specially Tasked Studies The current facility for this work is located in Falls Church, VA. A TOP SECRET clearance will be required for performance of work under this requirement. Elements regarding security are as follows: o The extent to which the offeror demonstrates that 100% of the key personnel on this contract possesses a TOP SECRET security clearance at the start of the contract. o The extent to which the offeror demonstrates that 100% of the key personnel proposed on this solicitation is eligible for Sensitive Compartmented Information (SCI) and Single Integrated Operational Plan (SIOP) access. o The extent to which the offeror demonstrates through their procedures that rapid replacement of individuals with the appropriate clearances can be accomplished should the need arise during performance of the contract. A Secret clearance is required to gain access to the reading room for this requirement. DISA reserves the right to award on the basis of initial offers received without conducting discussions, pursuant to FAR 52.215-16 (ALT II). It is requested that you submit a written proposal in response to the solicitation.The offeror?s proposal shall be provided on compact disks in accordance with the requirements set below: (1) Text Documents: All text documents shall be prepared in the word processing file format Microsoft Word (latest version). (2) Drawings: All drawings will be prepared in PowerPoint. All PowerPoint drawings are to be prepared as separate files and incorporated in the word processing file, (3) Tables: Tables not easily established with simple tabbing in the word processing document shall be prepared as a spreadsheet and submitted in Excel format. All Excel spreadsheets or tables are to be prepared as separate files and incorporated in the word processing file. (4) Cost or Pricing Type Data: It is a requirement that all information relating to the cost and pricing type data be included only in the section of the proposal designated by the Government as the Price Proposal (Volume IV). Under no circumstance shall cost and pricing type data be included elsewhere in the paper or diskette copies of the proposal. Paragraph cross-referencing between price proposal paragraphs and technical/management proposal paragraphs is requested to provide clarity. Spreadsheets shall be submitted in Excel format.
