- 20MM M55 BP, M55 W/M12 Link, M55 W/M14A2 Link, and M56 Cartridges The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing 20mm M55 BP, M55 with M12 Link, M55 with M14A2 Link, and M56 Cartridges. The Government Technical Data Package contains the performance specificati on and top-level drawings. The main components include Brass Cartridge Case, Propellant, Projectile, Primer, Fuze, Explosives, and various links. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Ac curacy, Environmental Conditions, and Waterproofness. The Technical Data Package (TDP) is classified as Distribution X; distribution is authorized to US Government Agencies and private individuals or enterprises eligible to obtain export controlled techn ical data. The Arms Export Control Act (Title 22, U.S.C., Sec 2751, et.seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App 2401 et.seq., restrict distribution of the TDP. Violations of these export laws are subject to severe c riminal penalties. Disseminate IAW provisions of DOD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top two drawings (See www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of the specification and top level drawings via e-mail to sandra.connors@us.army.mil, request must include Cage Code, Company Name, Address, phone, e-mail address, and point of contact. A respondent to thi s market survey must have available the facilities and skills required to design and prove out 20mm M55 BP, M55 W/M12 Link, M55 W/M14A2 Link, and M56 Cartridges. Specific capabilities and skills required to manufacture the 20mm M55 BP, M55 W/M12 Link, M55 W/M14A2 Link, and M56 Cartridges are as follows: Specific production capabilities required include: case prime machine to insert the electric primer into cartridge case; trace equipment for tracing the projectile; projectile explosive loading, with fuze in sertion; projectile assembly equipment; cartridge Load, Assemble, and Pack (LAP) equipment to weigh and load propellant and insert the projectile body/assembly into the cartridge case, crimp and gage cartridge chamber height, and link and pack out; and bal listic test facilities and equipment for measuring velocity, pressure, action time, time of flight, etc. Production support equipment includes material handling systems, tool room equipment, ultrasonic test equipment, automatic inspection equipment, and me trology and metallurgy laboratories. Production for these 20mm cartridges is very complex and requires sophisticated industrial capabilities. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and ope rators familiar with the programming and operation of ammunition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, qual ity control engineers, ultrasonic technicians, metallurgists, and ballistics test personnel for in-process testing and final inspection, pack-out, First Article Test (FAT) and Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition product s. These critical skills require an extended period of time to acquire the job knowledge needed to manufacture and provide high quality ammunition in a timely manner. Due to the customers demand for timely deliveries, the producers must be able to complete a First Article Test within 150 days after award and first production to be within 180 days after award. A respondents production capacity must be sufficient to manufacture a total quantity of 300,000 cartridges per year. Government furnished material wi ll be MK3 pallets and M548 cans. Interested U.S./Canadian firms who feel they are cap able of manufacturing 20mm M55 BP, M55 W/M12 Link, M55 W/M14A2 Link, and M56 Cartridges are invited to indicate their interest by providing the Government a brief description of summary of their companys capabilities, including a brief description of faci lities, personnel and past manufacturing experience as it relates to the above criteria.
