- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VUTJJ6256A100. The 6TH Contracting Office, MacDill AFB, Tampa, Florida, requires the following: *** **1. Shout IP Software Maintenance SVC-SHO-REM-M-900RNWL 1YEAR 22ea*** **2. Shout IP Software SHOUT-WSUBFULL 24ea*** **3.Shout IP Software SHOUT-SVSUB1 24ea*** ***4. Shout IP Software Maintenance SVC-SHO-REM-M-900-RNWL (8Months) 1ea*** This is being solicited as a unrestricted, brand name only requirement, no ?or equals will be considered. Contractor must be able to quote all CLINS. Partial quotes will not be accepted or considered. for the reasons stated in the following J&A. The NET.com SHOUT 900 VOIP gateway session controllers are integrated into the JCSE Voice Over Internet Protocol, (VOIP) backbone. The SHOUT 900 bridges the circuit based, analog voice calls into the Internet Protocol network. Its patented Best Signaling Protocol allows for significant savings in bandwidth over other analog to IP conversion systems. This unit is integrated into the JCSE Small Command and Control IP packages as well as the Global Information Grid access points utilized at DISA STEP sites. Without this controller, civilian authorities and government agencies will not be able to communicate effectively during or in the aftermath of a natural disaster or terrorist act. SHOUT VOIP is the IP hardware and software currently used by JCSE. It has already been tested for reliability and security. The SHOUT 900 VOIP is unique in its design. To purchase another brand of hardware and software, at this point would increase the cost to the Govt., in terms of both time and money. Shout VOIP hardware and software is designed, developed and fielded solely by NET.com, a company which is wholly owned by N.E. T. Federal. Other than NET.com, CACI, Inc is the only authorized service facility for repair, TAC support and licenses/upgrades under contract with NET.com. At this time, there are no other vendors authorized to provide maintenance support services for this brand name equipment. **** The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The North American Industry Classification System (NAICS) is 511210 The Standard Industrial Classification (SIC) is 7372 with a small business size of $23 Mil. A Firm Fixed Price contract will be awarded. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by reference (provisions and clauses may be obtained via the internet: http//farsite.hil1.af.mil or http://safaq.hq.af.mil/contracting): FAR 52.212-1, Instructions To Offerors ? The following Defense FAR Supplement (DFARS) clause applies to this solicitation and is incorporated by reference: DFARS 252.204-7004(Alt), Required Central Contractor Registration. The following Defense FAR Supplement (DFARS) clause applies to this solicitation and is incorporated in full text: DFARS 252.212-7001, Contract Terms And Conditions Required To Implement Statues Or Executive Orders Applicable To Defense Acquisitions Of Commercial Items. The offeror shall provide its DUNS, or if applicable its DUNS + 4 number with its offer, which will be used by the Contracting Officer to verify that an offeror is registered in the CCR database. Lack of registration in the CCR database will make an offeror ineligible for award. The date and time responses are due is 30 September 2006, 9:00 A.M.. Eastern time.
