Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is M67854-06-P-3074 and is being conducted as a 100% Small Business Set Aside under the procedures of FAR Part 12. The North American Classification System Code (NAICS) is 334515 and the size standard is 500 employees. This Request for Proposal (RFP) incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-12. The Marine Corps System Command has a requirement for a Tester, Transmission (NSN) 4910-495-8155, a complete automatic transmission tester system that includes all necessary cables, adapters and manuals to attach the system to and test the GM Automatic Transmission, model L480E, for the HMMWV A2 vehicle. The tester must be able to both test the transmission while in the vehicle and in a bench test. The tester system will include all associated components required to conduct independent testing, to include, but not necessarily limited to, servos, clutches, valve body and computer. Each tester system will come complete with one copy of the Operator Maintenance/Technical Manual for each system that includes detailed operating and maintenance instructions, calibration procedures (if applicable) and any pertinent safety issues. The manual shall include line drawings and/or photos of the components, along with part numbers for each component. Each tester will be in a self-contained in a ruggedized transit case that contains the tester system, its components, Operator Maintenance/Technical Manual and Quick Start Guide. Each tester system transit case shall display yellow with black lettering warning labels on both sides of the case lid, a minimum three (3) inches by three (3) inches, stating that th e system must be ?OPERATED ON 12 VOLTS DC ONLY?. Each tester system transit case shall have an identification label attached to it that is readily visible and contains the following information: Manufacturer?s Name, Manufacturer?s Model and/or Part Number, Contract Number and (NSN) 4910-01-495-8155. The tester systems will include a standard commercial one-year warranty on materials and workmanship and begin 30 days after receipt of the equipment. Note: The above listed characteristics are intended to be descriptive, not restrictive. To ensure that sufficient information is available, the vendor must furnish as part of their proposal, all descriptive materials (such as cuts, illustrations, drawings or other information) necessary for the contracting activity to determine whether the product meets the minimum salient characteristics. The technical proposal shall be no more than 10 pages, exclusive of descriptive literature. If the vendor proposes to modify a product to make it conform to the requirements of this announcement, they shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modification. MARCORSYSCOM plans to award one firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for a minimum procurement of 25 transmission testers and a maximum procurement of 325 testers over a three year ordering period. For Base Line Item 0001 the firm quantity is 25 each. For Option Line Items 0002, 0003 and 0004 the Minimum Order is 1 each and Maximum Order is 100 each. PRICE EVALUATION: All unit pricing shall be FOB Destination. Line Items: Item (0001) firm QTY 25, Tester, Transmission, powered by 12 volts DC, with all necessary operational components, Operator Maintenance/Technical Manual and Quick Start Guide and ruggedized transit case to contain all components and manuals; Develop step-ladder (e.g., incremental) unit pricing based on the following quantities: Option 1 Item (0002) QTY 1 ? 24, 25 ? 50, 51 ? 100, Tester, Transmission, w/same components as item 0001, (may be unilaterally exercised for increased quantities within 12 months of contract award); Option 2 Item (0003) QTY 1 ? 24, 25 ? 50, 51 ? 100, Tester, Transmission, w/same components as item 0001, (may be unilaterally exercised for increased quantities within 24 months of contract award); Option 3 Item (0004) QTY 1 ? 24, 25 ? 50, 51 ? 100, Tester, Transmission, w/same components as item 0001, (may be unilaterally exercised for increased quantities within 36 months of contract award). The Total Evaluated Price of offerors for award purposes will be the sum of CLIN 0001 and the Price Evaluation Quantity of 50 units at each option year for CLINs 0002, 0003 and 0004. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). DELIVERY INSTRUCTIONS: Shipping for CLIN 0001 is FOB Destination within 60 days of contract award. Deliveries will be shipped to Marine Corps Logistics Base, Albany, GA. Inspection and Acceptance will be Destination. Option CLINs 0002, 0003 and 0004 if exercised, will be delivered within 60 days of option exercise. At the contractor?s option, multiple shipments of minimum quantities of ten (10) or more each may be made until the entire quantity is received. BASIS FOR AWARD: Award shall be made using the Lowest Price, Technically Acceptable source selection process. The evaluation factors are: TECHNICAL FACTORS: a) The tester is compatible to the GM model 4L80-E automatic transmission for the HMMWV A2 vehicle and operates on 12 volts DC only. b) The tester includes all associated components required to conduct independent testing, to include, but not necessarily limited to, servos, clutches, valve body, computer and software. c) The tester monitors and displays ECU parameters (voltages, Amps and ohms) during operation and possesses a self-test capability to ensure the tester is fully operational and functioning properly. d) The tester is able to both test the transmission while in the vehicle and in a bench test. e) The tester Operator Maintenance/Technical Manual includes detailed operating and maintenance instructions, calibration procedures, pertinent safety issues and Quick Start Guide. f) The tester ruggedized transit case contains the tester system, its components, Operator Maintenance/Technical Manual and Quick Start Guide. APPLICABLE PROVISIONS AND CLAUSES: Proposals received without the completed copy of the provision at FAR 52.212-3 will be considered non-compliant.
