Description
THIS IS A SYNOPSIS FOR A COMPETITVE SERVICES ACQUISITION AS REQUIRED BY FAR 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE FINAL RFP IS POSTED TO THIS WEBSITE. This requirement is considered noncommercial in nature and any resultant order will be awarded in accordance with FAR Part 15. The period of performance is anticipated to be eleven (11) months from the date of award. This effort will be for a bridge contract to provide continued service between contract F08650-03-D-0008, Materials Technology Program Support and the anticipated start of the Program Acquisition and Technical Efforts (PATE), advertised on 20 June 2006, for sources sought as FA2521-06-PATE. The anticipated award for PATE is Nov 2006. The scope of the work is as follows: The contractor will provide services, support, and be capable of handling Top Secret data in support of programmatic functions. The contractor shall have expertise in and be able to direct efforts toward the performance of requirements in all of the following areas: 1.Perform quality assurance (QA) office data management support. 2.Perform QA office statistical support. 3.Provide consultation support services in the biological and nuclear sciences. 4.Provide critical organic reagent effort (CORE) laboratory support. 5.Provide technical writing support. 6.Provide support services to the MCA-C division. 7.Provide quality assurance Bioinformatics support. Due to the nature of this potential effort, no foreign country sources will be considered. Contractors will be required to include the Government assigned company Facility Code (also called Cage Code) for the applicable facility and stage facility that would safeguard any classified data supplied by the Government. This synopsis does not constitute an IFB or RFP or RFQ and is not to be construed as a commitment by the government. The government does not intend to award a contract on the basis of this notice. The government will not otherwise pay for either the information solicited or any required travel expenses. This acquisition will be a full and open competitive acquisition and will not be a set aside for small business only. The applicable NAICS code is 541990 and the size standard is $6,000,000.00. A firm fixed price (FFP) type contract is anticipated. The RFP will be available electronically on this website. Potential contractors must be registered in the Central Contractor Registry to be eligible for award. (See Internet site: http://www.ccr.dlsc.dla.mil) It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet (1-800-333-0505). All responsible sources may submit a proposal and shall be considered for award. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
