- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, AG-3151-S-06-0009, is issued as a Request For Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This is an 8(a) set-aside. The applicable NAICS Code is 541511. The Government intends to award a Fixed Price Contract. The Contract will be for a period running from Date of Award through September 30, 2011, inclusive of the four, one-year option periods. All eligible offerors shall provide a fixed price quote for all Contract Line Item Numbers, 0001 through 0060. Description: Through this solicitation, the Agency is seeking to procure IT Support services for the Foreign Agricultural Service. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, will be used. Evaluation factors include: Technical and Management Solution/Approach, Key Personnel, Past Performance and Cost/Price, with non-cost/price factors outweighing cost/price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items must be included with all offers. All applicable clauses are included in the attached solicitation documents. The solicitation also includes 52.232-18, Availability of Funds. This announcement includes all attached addendum. Award shall be made to the offeror whose offer represents the best value to the Government. Proposals must be received by 10:00AM Eastern Standard Time on August 31, 2006 in accordance with the solicitation documents.
