- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Espec North America, Inc., pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The NIEHS has a requirement for a specialty chamber built for specific humidity requirement to successfully carry out a comet assay, which is an integral part of current research. Due to limited available space, the unit must be designed to fit in an approximate 10' X 10' area. Espec North America, Inc. is the only known source that can meet space, application, and performance requirements. The chamber must provide both temperature and humidity control and meet the following specifications: (1) Fit within a 10' x 10' x 9' (H) existing space; (2) walk-in type with all components Class A industrial for reliability; (3) service access from front (or inside) with no conditioning equipment on top or in ceiling of unit; (4) door sized at approximately 36"W x 78"H with window; (5) Steady State Operating Point of 23 degrees C and 50% RH 2000 Watts on; (6) Temperature Constancy of plus/minus 1 degree C at stabilization; (7) Temperature Uniformity of plus/minus 2 degrees C empty Chamber at stabilization; (8) Humidity Uniformity (Gradients) - plus/minus 5 degrees C RH Empty Chamber at stabilization; (9) Airflow approx. 800 CFM; (10) interior lighting; (11) Temperature and Humidity Recorder; (12) solid state humidity sensor; (13) cable port - 4" diameter with two silicone plugs; (14) delivery, installation, calibration, and user training; (15) 1 year warranty; (16) delivery NLT March 1, 2007; and (17) local service or ability to provide 2-hour response to service call (rapid response is critical in order to minimize impact to research efforts during downtime). Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contract Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The NAICS Code/Size is 339111/500EM. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
