- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. FA7012-06-T-0051. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 05-12. This The North American Industry Classification System code (NAICS) for this acquisition is 441222 with a size standard of $6.5 million. The proposed contract is unrestricted competition and is full and open competition. CONTRACT LINE ITEM NUMBER: 0001 Boat with trailers, LENGTH-16 feet 4 inches, BEAM-84 inches, TRANSOM HEIGHT-21 inches, MAX.RECOMMENDED HP-90 hp, MAX.PERSON CAPACITY-4 persons, MAX.PERSON WEIGHT-465 lbs, MAX.WEIGHT CAPACITY-1080 lbs, WEIGHT (APPROX)-1092 lbs, FUEL CAPACITY-24 gallons, PKG LENGTH W/ TRANSOM SAVER-21 feet 8 inches, PKG LENGTH W/O TRANSOM SAVER-20 feet 10 inches, PACKAGE WIDTH-8 feet, PACKAGE WEIGHT (APPROX)-1806 lbs, MFR: Nitro 640 LX or equal. QTY: 2 (each)UNIT PRICE: $ _____________TOTAL PRICE: $ _____________EXTENDED DESCRIPTION: The following options are mandatory and must be included with the boats: 1. Dual Pro 3-Bank Charger with 15-amp Per Bank, 2. Long range 332C Depth Finder at Drivers console, 3. Move X37 Fish Finder up front for Trolling Motor, 4. Hydraulic Steering, 5. 24 volt 70lb Thrust motor guide Trolling Motor, 6. Extra Trolling Motor Battery, 7. Stainless Steel Prop and 8. 60 Horsepower Mercury 4-stroke Motor. The contractor must be able to supply ALL of the options listed above. The color of the 1st boat is red with a color code of LX02 and the color of the 2nd boat is blue with a color code of LX06. All boats should be Rigged and Tested (complete assembled and ready to use upon arrival). The following are general specifications on the boats: COMFORT, SAFETY, and OTHER: drink holders, horn, fire extinguisher, passanger grab handle, paddle, flotation meets or exceeds NMMA and U.S. Coast Guard requirements. CONSTRUCTION: Fiberglass Foam Filled Stringer system, Marine grade cut pile carpet, hand laid hull. DASH/CONSOLE: speedometer, tachometer, fuel guage, high-performance toggle switches, molded tinted plexiglass windshield, custom molded fiberglass reinforced soft touch console shroud, metallic silver switch and instrument panels, sport gauges w/ white faces and chrome bezels. ELECTRICAL: bow panel w/ trolling motor receptacle and trim switch, navigational lights, interstate cranking battery,12 volt trolling motor harness, 500 GPH Gilge pump, Interstate Trolling battery. ELECTRONICS: Lowrance X37 fish finder w/surface temperature, battery monitor and swivel. HARDWARE/MISC: stainless steel bow and stern eyes. INTERIOR: 7 feet lockable rod locker, passenger rod ramp, insulated aluminum lids w/welded corners,helm and buddy seat w/storage, deluxe removable fishing seat, bike seat, elevated casting decks, aft storage boxes, center step to aft deck, upholstery is standard w/a stain resistant top coating. LIVEWELL SYSTEMS: 28 gallon aft aerated recirculated livewell, pump out feature, divided, timer. TRAILER: color-coordinated single axle drive on trailer,transom saver, 13 inch tires and wheels w/powder coat finish, tie downs, powder coat finish,folding tongue jack w/swivel wheel, ez lube hubs, submersible lights, wich strap w/safety strap, galva shield protection, welded tubular frame, non-skid fender pads, carpeted bunks. TROLLING MOTOR: motorguide 12-Volt, 46 lb. Thrust, 36 inch shaft, foot control trolling motor. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. Required delivery is at the Marina, Bolling Air Force Base within 30 days after contract award. FOB is destination and the resulting contract will be a FFP. EVALUATION PROCEDURES: The Government will select the best overall offer based on Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliant with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be requested to provided a hard copy of their price break-down. Non-conformance with this requirement may result in offerors quote being determined unacceptable.
