- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-06-QU092 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12, effective August 4, 2006. (iv) This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502 (a). The North American Industry Classification System (NAICS) code is 811198 and the small business size standard $6.5 Million. (v) Davis-Monthan Air Force Base is seeking potential source for a P/N MD-250-HD, Chassis Dynamometer System OR EQUAL, with below ground installation. Items included in price: 1) MDK-250 Eddy Current Power Absorption Unit or equal 2) Load cell cabling. 3) Installation hardware 4) Operator's manual 5) MD-250 NEMA1 control box or equal 6) Instrumentation cart 7) Computer system (package, keybrd, mouse, monitor) 8) Vehicle restraint kit 9) Hall-effect speed pick-up with cabling 10) RF hand-remote with RF receiver, CD backup 11) Control software, CD backup 12) Windows operating system, backup CD 13) Options HD lift capacity, over 26K-lbs weight 14) Deskjet printer 15) Vision Engine Analyzer, OTC p/n 3955 or equal 16) MD-GAS-5C, 5-gas analyzer or equal 17) MD-SMK-DT, Integrated diesel opacity meter or equal 18) Installation supervision 19) Floor pit and installation work, Turn-Key 20) System start-up and operator training 21) Old dynamometer removed and disposed (vi) 52.237-1, Site Visit applies. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor?s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
