Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13. This announcement constitutes the only solicitation. Proposals are being request and a written solicitation will not be issued. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) is issuing this solicitation on behalf of NOAA, Program Planning and Integration (PPI). NOAA has a requirement to quantify to the extent possible the economic benefits of existing and proposed navigation systems as part of the Planning Programming Budgeting and Evaluation Systems (PPBES) process. One such system, the Physical Oceanographic Real Time System, or PORTS system, is an important component of the Integrated Ocean Observing System (IOOS), of which NOAA is the lead agency. To date, a cost-benefit methodology using a value of information framework has been developed and successfully applied to the Tampa Bay PORTS system, producing credible quantitative estimates of economic benefits across a range of user groups. This project will employ that value of information methodology to estimate benefits of PORTS in New York/New Jersey.
