Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity (USAMRAA) has a request for proposals under W81XWH-6223-0250. A firm fixed-price contract with a base year and four option years. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The solicitation is unrestricted and is associated with NAICS code 32120. Statement of Work is as follows: The division of Biophy sical Toxicology, located at the Armed Forces Institute of Pathology in Walter Reed Medical Center, is a DoD laboratory that performs screening and follow up testing for depleted uranium and other trace metals in support of the United States Armed Forces, as well as various National, State, and local law enforcement agencies. For the analysis we are using inductively couples plasma mass spectrometry, atomic absorption spectrometry and inductively couple plasma atomic emission spectrometry. All of the abov e techniques use argon gas derived from high purity (99.997% Ar) liquid argon tanks. Due to the quick evaporation of the gas, we can not maintain too many cylinders in the cage. However, it is essential to have the argon gas available at all times which will result on the instrument to go down less times and thus increased analysis time. Please note that all gas delivery must be prompt and must have a quick response time. The supplier shall deliver all items ordered within three business days between th e hours of 9:00 AM and 3:30 PM on weekdays at no additional charge to the government. The supplier must provide MSDS sheets and certification of purity with all tanks ordered. AFIP will order tanks weekly and no more than 80 tanks a year. The Federal Acq uisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition. There are no addendments to this clause. The FAR clause 52.212-2 Evaluation-Commercial Items is applicable and is included as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are included in the relative order of importance: Lowest Price, Technically Acceptable. All offerors must include a completed copy of the provisions at FAR 52.212-3, Offerors Representation and Certifications-Commercial Items. FAR 52.212-4 Co ntract Terms and Conditions-Commercial Items apply to this acquisition and there are no addendments. FAR 52.212-5 Contract Terms and Conditions, Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition and the follow ing clauses are applicable to this acquisition: 52.222.21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, 52.211-16 Variation in Quantity. There are no addi tional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
