- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HQs INSCOM contracting is issuing a DRAFT RFP at this time in order to permit prospective bidders an opportunity to begin working on the proposal package.. We will be issuing an amendment( s) within approximately four days. We do not expect any amendments that will impact the ability to prepare your proposal. The requirement is for Biometrics Analysis for the National Ground Intelligence Center at Charlottesville, VA. A Pre-solicitation a nnouncement was previously issued under the number W911W4-BIO on 14 August 2006. We are issuing this solicitation under FAR Subpart 19.4, 100% set-aside for Service-Disabled Veteran-Owned Small Business Procurement Program; the associated NAICS code is 54 1690. This will be a one year contract with four option years. Proposals are due in softcopy email form to Mr. Trivisani no later than 2200 of 20 September 2006. The government intends to award a Cost Plus Award Fee Performance Based Services contract. Any discrepancies, comments or recommendations you feel we should be made aware of should be sent to Mr. Trivisani as soon as possible. The submission of questions will be accepted and responded to up to and including 20 September at 1600 hours. Contractor will be required provide on-site support at the National Ground Intelligence Center (NGIC), in Charlottesville, Va in developing, implementing, and managing a wide range of Biometric derived identifications. OCONUS requirements exist and are des cribed in the statement of work. The contract start date for the resulting contract is o/a 29 Sep 06. The performance will be one (1) base year, plus four (4) option years. Security clearances required are as follows: Program Manager, Intelligence Analyst s, Case Managers, Top Secret/SCI and other labor categories such as Latent Print Examiner, Forensic Technician, and Photographer will need at minimum Secret. A Top Secret Facility Clearance is required. The Government will award a contract resulting from the RFP to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, based on Past Performance and Technical/Management factors and cost realism co nsidered.
