Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitations will not be issued. The United States Army Tank-automotive and Armaments Command ??? Picatinny Arsenal TACOM-Picatinny), Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate and award on a sole source basis to Chilworth Technology, Inc. for one (1) BAM Friction Apparatus the tester includes one set of pins and plates (400 and 100 piece respectively). And also one (1) BAM Fallhammer Apparatus, the BAM Fallhammer test is used to determine the sensitivity of a given solid, paste or gel substance to drop-weight impact stimuli of known force. The results are used to determine whether a substance can be transported in the form tested. The solicitation number is W15QKN-06-T-0500. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 effective 04 August 2006 and Class Deviation 2005-o0001 and DFARS DCN 20060814 Edition. FOB point Destination- Mr. Kenneth Walsh, Picatinny Arsenal, Building 1515, Picatinny Arsenal, NJ 07806. Delivery is to be within 17 weeks after contract award. The following apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications??? Commercial Items, with its offer. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders???Commercial Items, applies to this acquisition. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices. Offerors shall submit one (1) copy of their proposal electronically to thomas.howes1@pica.army.mil. The closing date for receipt of proposals is 1400 local time, September 8, 2006. NOTE 22 applies. This is a sole-source requirement to Chilworth Technology, Inc., 250 Plainsboro Rd. Bldg #7, Plainsboro, NJ 08536. SEE NUMBER NOTE 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
