Description
Purpose: The Office of Public Health and Science (OPHS), Office Commissioned Corps Operations, (OCCO), Office of the Surgeon General (OSG), through the Division of Acquisition Management (DAM), Program Support Center (PSC) intends to award a 12 month sole source contract using simplified acquisition procedures to Eric D. Bothwell, 3630 Martins Dairy Circle, Olney, MD 20832. The anticipated date of award is 9/21/2006. The purpose of this contract is to have a contractor provide performance, management, technical expertise, and facilitator training. Specifically, provide technical expertise in the following areas: Facilitate the development of organizational mission statement, vision statement, strategic plans, and performance goals. Teach building and group facilitation, program planning and evaluation, facilitate the development of the responsible to and the future action to the Spring 2006 Customer Satisfaction Survey. The professional services and expertise provided by the Contractor shall involve the following tasks: Provide support, coordination and training for the OCCFM Team charged with preparing the PART assessment for future years. Support will include the editing of the write-ups and documentation required for the PART and assisting in the drafting of any appeals. Coordination will include the development of a plan and timeline for the completion of the PART assessment. Training will include mentoring the Team and developing the necessary Team skills to prepare all future PART assessments. Facilitate the development of a Mission Statement, Vision Statement and Performance Goals for OCCFM. Facilitate the development of a mission statement by staff members for OCCFM based on the mission detailed in the Federal Register/Vol. 68, No. 243/Thursday, December 18, 2003, page 70509, paragraph N., Section ACQ.00 Mission. Facilitate the development of a vision statement for OCCFM by staff members. Facilitate the development of corporate and organizational level performance goals for OCCFM by staff members. Facilitate the development of a Strategic Plan for OCCFM. Utilizing the products of C.5.2., facilitate the development of a strategic plan for OCCFM by staff members. Facilitate the development of metrics for program evaluation. Identify, develop and implement methods and sources for external evaluation of Corps programs. Develop and implement a post assessment analysis plan to identify strategies to improve program performance. The post assessment analysis should identify specific methods to measure and improve program performance to increase accountability, efficiency and productivity. The analysis should identify high priority activities for future investment that will result in a high pay-off for the components of the Commissioned Corps. The analysis should identify component programs that would benefit from improved organizational design. Post Assessment Analysis Data Presentation. Complete the post assessment analysis and formally present the data, conclusions and solutions. Deliverables and Schedule: 1. The plan and timeline for the completion of the PART assessment is due 2 weeks after the PART is scheduled by OMB for 2007. 2. Completion of the mission statement, goals and strategic plan is by January 15, 2007. 3. Completion of the PART assessment is due as scheduled by OMB. 4. The post assessment analysis plan is due 2 weeks after completion of the PART assessment by OMB. 5. Completion of the post assessment analysis is due 6 weeks after completion of the PART assessment by OMB. 6. A presentation of the results from the post assessment analysis is due 2 weeks after completion of the post assessment analysis. EVALUATION CRITERIA: A. Technical Solution (40 Points) The Government will evaluate each Offeror's technical solution and capability to perform the requirements in the solictation. B. Staffing Plan and Assigned Personnel (40 Points) The Government will evaluation each Offeror's staffing plan and the resumes of assigned staff as a measure of the Offeror's capability and experience to meet the requirements of the RFP. C. Past Performance and Experience (20 Points) Past Performance and experience will be evaluated as a measure of capability and the degree to which the Offeror satisfied customers in the past and complied with federal, state, and local laws and regulations. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
