Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/AD, intends to issue a Fair Fixed Price purchase order with George Mason University, Fairfax, VA, on a sole source basis in accordance with the authority of 41 U. S. C. ( c ) ( 1 ) only one responsible source to provide research services for the 30-Year Arctic Ice Climatology Analysis Using Geographic Information Systems and Remote Sensing Algorithm Sensitivity Study, Under the Cooperative Research Agreement between the National Ice Center and George Mason University. This is a on going research program to provide global sea ice analyses, forecasts, outlooks and ship routing recommendations within the marginal sea ice zone of all Arctic and Antarctic seas. The George Mason University has developed techniques to analyze these charts in term of the spatial and temporal trend of the sea ice cover. The proposed project will first retrieve digital copies of the charts for the past thirty years. The data will be stored in Geographic environment to be accessed via a digital web server. The team will explore and evaluate the effectiveness of different analytical and visual techniques to detect and capture major changes in the ice coverage. Based upon the evaluation results, the team will continue to enhance the development of spatial and temporal tools to create a robust analytical environment for users. This requirement will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 13, using simplified acquisition procedures. NAICS Code is 511210, size standard of 23M. All responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement may submit in writing an affirmative response and technical capabilities. All written response must include a written narrative statement of capability, including detailed technical information demonstration their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after the publication of this synopsis. All information is response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
