- This announcement is to notify all interested parties that the National Science Foundation (NSF) intends to procure, on a sole source basis, the development of a prototype software application useful for effectively locating, identifying, and displaying statistical information taken from the National Science Foundation?s biennial publication, Science and Engineering Indicators, in a highly dynamic user interface. The effort under this acquisition will have an anticipated period of performance from the date of contract award through 30 September 2007. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). Interested parties may submit a Statement of Capability (SoC) in response to this announcement for consideration by the Agency. This synopsis is not to be construed as a commitment by the Government, or as a request for competitive proposals. Oral communications and facsimile responses are not authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of whether or not to conduct a competitive procurement. SoC?s may be submitted electronically to the NSF, with attention to Garett Nelson, Contract Specialist, Division of Acquisition and Cooperative Support, at gnelson@nsf.gov . An acquisition ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
