- Naval Undersea Warfare Center Division Keyport is contemplating award of a competitive procurement for a 100% Small Business Set-Aside. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. The applicable NAICS code for this requirement is 332618 and has a size standard of 500. Cable Assemblies are build to drawings. Our requirements are: CLIN 0001: 8 each, DWG NR 7054310, CLIN 0002: 8 each, DWG NR 7054308, CLIN: 0003 8 each, DWG NR 7054312, CLIN: 0004 8 each, DWG NR 7054314, CLIN: 0005 8 each, DWG NR 7054318, CLIN: 0006 8 each, DWG NR 7054316. There will be two option years for the same sequence of CLINs mentioned herein with only 6 each requested per CLIN. The delivery due date for the items 0001 thru 0006 is 10 May 2007, delivery due date for option 1 items 0007 thru 0012 is 12 May 2008 and the deliver due date for option 2 items 0013 thru 0018 is 11 May 2009. Inspection and acceptance is at destination. Offers shall be FOB Destination to NUWC Keyport WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor?s/contractor?s appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Numbered Note 8 Applies Restricted Drawings and Technical Information are Only available by accessing a secure website known as Federal Technical Data Solutions (FedTeDS). FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink then select the option ?Begin Vendor/Contractor Registration Process? The following clauses apply to this solicitation: FAR 52.212-1 Instructions to Offerors. Evaluation for this requirement shall be base on lowest price technically acceptable. FAR 52.212-3 Offerors Representation and Certification-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and DFAR 252.225-7035 Buy American Act-Balance of Payments Program Certificate. Offers shall complete all required documents for the above clauses. To access the provisions to be completed, download the Federal Acquisition Regulations at http://www.arnet.gov/far/. Download the Defense Federal Acquisition Regulations (DFARS) at: http://www.acq.osd.mil/dp/dars/dfars.html. Offerors are also advised that these representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov. The following are additional FAR and DFAR clauses applicable to this acquisition. Other FAR Clauses will be contained in the RFP. Quotes/Offers are due no later than 15 SEP 2006, 05:00 PM Pacific Time. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses. (3) Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. A bidders list will not be maintained by this office. No paper copies of this RFQ / amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection. The solicitaion is attached hereto.
