- Description
- The U.S. Coast Guard Engineering Logistics Center (ELC) has a requirement to purchase (1) 250 each additional SiteScape Forum ST user licenses and (2) maintenance for 250 each SiteScape Forum ST for the remainder of the calendar year, 12/31/06. This is for the continuation of already owned SiteScape Forum Software that is currently in use. USCG ELC intends to issue a Firm Fixed price purchase order with SiteScape, 12 Clock Tower Place, Suite 210, Maynard, MA 01754 on a sole source basis in accordance with the authority of 10 U.S.C. 2304(c) and in accordance with FAR 6.302-1, only one source to provide software license. SiteScape Forum ST is proprietary software. SiteScape is the only known source of such software that provides the industrial strength, platform-independent core technology that enables business, government and military organizations to meet mission-critical requirements for sharing information capital across the boundaries imposed by time, space and firewalls. This action will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This is a sole source combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation number HSCG40-06-Q-60522 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The applicable North American Industry Classification Systems (NAICS) standard is 511210 and the business size is $ 23.M. Offerors shall include a complete copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items (June 2006). Full text of a clause may be accessed electronically at this Internet address: http://www.acqnet.gov . The closing date for receipt of responses shall be no later than 7 September 2006, 1pm EST. This acquisition is not set-aside for small business. It is the government's belief that only SiteScape can provide this proprietary software. However, offerors certain they can meet the requirement may submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. All responsible sources may submit a quotation which shall be considered by the Agency. Affirmative written responses must be received within five (5) calendar days after the date of publication of this solicitation/synopsis. See note 22.
