Description
The Selective Service System (SSS) has a requirement for the award of a single firm, fixed-price contract for the redesign/migration of its existing mainframe systems to a Microsoft Windows based operating environment. This migration method must employ a strategy of redesigning/rewriting CICS/COBOL online/batch code as object oriented ASP.NET/VB.NET real-time applications and redesigning/rewriting the inefficient manual batch JCL/COBOL applications to automated native Microsoft applications(.NET/SQL Server 2005) that process data in real-time. The strategy must also include migrating of all the stored data from necessary flat files and SYSTEM 2000 tables to an open and scalable Microsoft SQL Server 2005 relational database. The new system must have real-time processing capabilities and dramatically reduce if not completely eliminate all of the manual staff interaction previously required to process incoming and outgoing data. The CICS screen-based applications that currently produce batches of modifications to the data must be converted to real-time processing browser-based applications. The new system must be robust and able to scale up or down as the Agency?s needs dictate. The new solution must be designed and developed to meet all Federal Information Technology Requirements (Clinger Cohen Act, Paperwork Reduction Act, etc.) and allow for the seamless integration of stringent security measures for protecting and tracking access to sensitive information that meet the current (per OMB Memorandum M-06-16, FISMA, NIST, etc. ) as well as future federal mandates for the Agency. Period of performance: 480 calendar days after receipt of award This requirement is being procured under simplified acquisition procedures. The North American Industrial Classification System (NAICS) codes for this procurement are 541511 and 541512. In addition this procurement is open for competition from all available offerors. The competitive Request for Proposal (RFP), specifications, RFP amendments, and all questions and answers related to this procurement shall be made available via the internet at http://www.fedbizopps.gov under RFP number SSS - C - 2006 - 003. The RFP is anticipated to release for the vendor community on or about August 31, 2006, and will only be available via the internet at the above website. Potential offerors are responsible for accessing the website. Interested parties must respond to the RFQ in order to be considered for award of any resultant contract. No written solicitation document is available, telephone request shall not be honored, and no bidders list shall be maintained.
