- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, H92243-05-T-TC04 is issued as a request for quotation (RFQ) and is anticipated to result in a Firm Fixed Price (FFP) contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The associated NAICS Code is 811490 and small business size standard is $6.5M. Line item 001: 1500 each Alterations of government provided uniform shirts (woodland, safari or desert) as indicated below for the period 01 October 2006 through 30 Sep 2007. Remove two pockets approximately 7.5 inches x 6.5 inches from the bottom front of long sleeved shirt. Take each pocket and sew one on each sleeve approximately 2.5 inches from shoulder seam at an angle. Require one velcro patch approximately 3 inches x 2.5 inches to be sewn just above the pocket on each sleeve, centered on the shoulder seam. Require one velcro patch approximately 4 inches x 4 inches to be sewn on each pocket on each sleeve. Require one velcro patch approximately 5 3/4 inches x 1 inch to be sewn on above each pocket on each sleeve. Require one velcro hoop and loop approximately 1.5 inches x 1 inch to be sewn under the flap of each pocket. Require one 1 inch x 1 inch velcro patch be sewn in the center under the collar when the collar is folded down, will cover the patch. Velcro shall be provided by the contractor and match the color of each shirt modified. All stitching to be double stitched and backstitched at starting and ending points using thread specifically made for military uniforms in strength. Attention shall be paid to the pockets. Pockets shall have velcro closers all the way, not button and velcro. Velcro shall run the entire length of the flaps. Velcro shall have a diagonal stitching in an X pattern as well as the double stitching around the edge. All stitching shall run the entire contact area of the item being sewn down. All stitching shall conform to industry 301 locksmith standards or better. All shirts shall require the same alterations as listed. Turn around time shall be two days for one to three shirts, four or more one week. If more time is required, shall be negotiated on a case-by-case basis. Shirts shall be picked up from and delivered to the Quarterdeck of Seal Team Eight, 1840 Cove Road, Bldg. 3853, Naval Amphibious Base Little Creek, Norfolk, VA 23521. Pickup days shall be Tuesdays and Thursdays between the hours of 9:00 am and 3:00 pm unless an emergency occurs. Line Item 0002: Sew insignia/patches on military uniforms in accordance with U.S. navy clothing regulations for the period 01 October 2006 through 30 Sep 2007. Hat/rank Insignias: Cost to provide, 1000 each Hat/rank Insignias. Cost to sew, 1000 each Pant/name patch. Cost to provide, 1100 each Pant/name patch. Cost to sew, 1100 each Shirt/name patch: Cost to provide, 1100 each Shirt/name patch: Cost to sew, 1100 each US Navy patch. Cost to provide, 1500 each US Navy patch. Cost to sew, 1500 each Collar/patch set. Cost to provide, 300 each Collar/patch set. Cost to sew, 300 each Warfare patch. Cost to provide, 1000 each Warfare patch. Cost to sew, 1000 each Embroider Seabee patch shirt. Cost to provide, 100 each Embroider Seabee patch shirt. Cost to sew, 100 each Embroider Seabee patch jacket. Cost to provide, 100 each Embroider Seabee patch jacket. Cost to sew, 100 each Trident Warfare patch. Cost to provide, 100 each Trident Warfare patch. Cost to sew, 100 each Contractor is to pick up/deliver to the Quarterdeck of Seal Team Eight, 1840 Cove Road, Bldg. 3853, Naval Amphibious Base Little Creek, Norfolk, VA 23521. A two-day turn around is required, except upon mutual agreement by both parties. The provision at FAR 52.212-1 Instructions to Offerors-Commercial applies to this acquisition.
