Description
The Space and Naval Warfare Systems Command intends to negotiate on a sole source basis a Firm Fixed Price contract to General Dynamics C4 Systems (GDC4S)) for production AN/USC-61 (V) Digital Modular Radios (DMRs), production ancillary hardware to include HF/VHF/UHF power amplifiers and Non- Recurring Engineering (NRE). DMR is a software re-programmable radio that operates existing DMR legacy communications software waveforms. It is the intent of this procurement to buy production DMR radio hardware, production power amplification devices and other production hardware ancillaries to provide an HF/VHF/UHF capable tactical radio system to the Navy. The government intends to negotiate a base requirement to procure between 30 and 50 DMR systems consisting of between 80 to 120 100W power amplifiers, 40 to 60 200W power amplifiers plus ancillary DMR hardware. The base requirement may include a NRE CLIN for potential redesign effort. Potential options may be negotiated to procure up a maximum of 107 DMR systems over a five year period. In addition, the contract may include associated and necessary Integrated Logistics Support (ILS) line items such as training, tech manuals, and other technical ILS documentation and analyses and engineering support services to provide Configuration Management and testing support for system. Field engineering support services and testing support services for both hardware and software will be included in the base and option years. The government intends to negotiate this requirement on a sole source basis. However, it is the policy of the government to foster competition where possible, from any prospective offeror. Potential offerors may provide information to the government in response to this announcement and the government will consider that information in its continued review of the sole source nature of the requirement. The solicitation will be issued without further notices and will be available at the SPAWAR E-Commerce Central website. GDC4S is committed to providing subcontracting opportunities for Small Business (SB), Woman Owned Small Business (WOSB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business, (SDVOSB), and Historically Underutilized Business Zone (HUB Zone) and other SB concerns.
