Description
FISC Norfolk Detachment Philadelphia intends to acquire Human Leucocytes Antigen (HLA) typing reagents used with Luminex luminescent imaging system in support of the Naval Medical Research Center (NMRC) Marrow Donor Program. The required HLA typing reagents are for mass scale HLA typing by NMRC on blood samples from Department of Defense (DoD) volunteers that are potential donors for bone marrow transplant candidates of the DoD Marrow Donor Program. The required HLA typing reagents will be procured on a sole source basis with One Lambda, 21001 Kittridge St, Canoga Park, CA 91303 and will encompass the following items: LABType SSO Class 1 A, B and C locus test kits (150 each); LABType SSO Class II DRB1 locus test kits (150 each); LABType A, B, and C Locus primer sets (600 each); LABType DRBI Locus primer set (530 each); LABType Hybridization buffers (60 each); LABType Wash and SAPE buffers (60 each); and PCR Tray Seals. One Lamba is the only company that can provide the complete set of HLA specific probes validated by NMRC and quality control tests for NMRC's luminescent microsphere technology. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a Firm Fixed Price contract is anticipated. All required deliverable shall be furnished within 60 days after the date of contract award. The applicable North American Industry Classification System (NAICS) Code and size standard for this acquisition is 339111 and 500 employees, respectively. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
