This announcement constitutes the only solicitation: bids are being requested and a written solicitation will not be issued. Solicitation number is IFB 00241-07-01279. This procurement is full and open competition. In accordance with the terms, conditions , provisions and specifications of this IFB, the Government intends to enter into a firm fixed price contract for the period 10-1-06 to 9-30-07 with four (4) one year options to renew subject to the availability of FY funds. Offerors must be registered in Contractor?s Central Register - web site http://www.ccr.gov to be eligible for award. The offeror shall provide its DUNS number with its offer. The NAICS Code is 562111 with a size standard of $11.5 Million. This solicitation document and incorporated provision clauses are those in effect through Federal Acquisition Circular 2005-12. Sealed bids are due by 2:00 p.m. local (EST) Wednesday, September 20, 2006. The contractor will furnish all labor, equipment and materials necessary to render complete Solid Waste Removal in accordance with terms, conditions and specifications contained herein. Removal will be accomplished from VA Medical Center, 200 Springs Road, Bedford, MA 01730. Pick up will be on a scheduled and/or on call basis. Compactors must be picked up, emptied and returned within two (2) hours. Emergency calls must be picked up within 24 hours of notification. Non-emergency calls will be picked up within 48 hours. Additional or less pick-ups may be needed as determined by Contracting Officer or Contracting Officer?s Technical Representative. Contractor shall bill at the rate established in the contract for any additional pick-ups. Contractor will provide maintenance and repair of contracted and government owned equipment including parts replacement and labor. In the event of a breakdown, emergency service will be rendered within 24 hours and/or an alternative service must be provided to ensure uninterrupted service. Contractor will provide the VA medical center with monthly invoices, as well as pick-up slips and weight tickets from the disposal site, stating tonnage processed. Contractor must clean dumpster/compactors/containers and areas of spillage caused by removal. This will be accomplished prior to the dumpster/compactors/containers being reset into place. Sufficient equipment for back-up service in the event of power failure must be available. Vendor will be required to furnish within 5 hours after notification, suitable waste containers to ensure that there will be no interruption of waste removal and hauling service and overflow of trash exists, pending repairs. Contractor will make recommendation as to size of containers to be used, keeping in mind the Waste Minimization Program, as the size of dumpsters may vary during the contract period based on requirement changed as determined by the Contracting Officer or the Contracting Officer?s Technical Representative. Contractor will supply additional containers when needed for bulk, construction and demolition debris, such materials shall be disposed of in accordance with applicable laws.
