- In accordance with simplified acquisition procedures The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) intends to procure on a sole source basis TgAb presence and Tg concentrations in human serum using a sensitive and specific RIA on iodine deficient subjects from Health Research Association, 1640 Marengo St., Los Angeles, CA 90033. Gastric and esophageal cancer are two one of the leading causes of death in many countries around the world. The NEB conducts intramural research in the areas of nutrition and cancer, genetics and cancer, and cancer prevention. The NEB is currently examining the hypothesis that iodine deficiency is associated with the risk of upper GI cancer. To estimate iodine deficiency thyroglobulin (Tg) testing is required, using the most sensitive and specific method available. Only <= 50 microliters of serum is available fpr each sample and all samples shall be screened for thyroglobulin antibody (TgAb). The laboratory should have demonstrated sensitivity cutoff at or below 1 microgram/liter for Tg. Health Research Association is the only contractor known to the NCI Researcher that meet the requirements described above and has demonstrated the ability to measure serum thyroglobulin concentrations accurately when the concentration is at 0.5 micrograms/liter. There is very little serum available which was collected in 1985 from subjects in China who have been followed since that time, and therefore, the serum is irreplaceable. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 12, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
