Description

The Department of Commerce/NOAA, National Marine Fisheries Service intends to negotiate on a sole source basis with the Atlantic Offshore Lobstermen's Association for the expansion of an electronic vessel reporting cability to vessels permitted for the Area III lobster fishery. The scope of this effort includes, but is not limited to the modification of EVTR solutions to improve the current paper-based vessel reporting program. The contractor shall modify three electronic technologies for use by offshore lobster fleet, and implement EVTR for this sector. Vessel reporting will be accomplished three ways: (1) web reporting from land-based personal computers with high speed internet connections; (2) direct transfer of reports from a vessel-based computer system via cell phone connection, and (3) reporting through on-board vessel monitoring systems (VMS). The statutory authority for this action is 41 USC 253(c)(1), Only one responsible source. The applicable NAICS code is 541511. The size standard is $21 million. All responsible offerors may submit information regarding their capabilities to perform the services, which will be considered by the agency. This action is anticipated at or below the simplified acquisition threshold of $100,000.00.
