Description

This project provides for the Design-Bid-Build construction process of a General Instructional Facility at Fort Bliss, Texas. The facility will support US and Allied personnel in air defense weapons systems training. Features will include classrooms including XXI Classrooms, labs, administrative and storage space. Supporting facilities include utilities, electric service, security lighting, fire sprinkler, fire protection and alarm systems, fencing, paving, walks, curbs and gutters, parking, storm dra inage, information systems and site improvements. Access for the handicapped will be provided. Self-contained units will provide HVAC and Air Cooled Chillers. Demolish one building, (77,239 SQ Ft). Demolition includes hazardous materials abatement. Sustain able principles will be integrated into the development, design, construction and maintenance of the project in accordance with Executive Order 13123 and other applicable laws and Executive Orders. Anti-Terrorism force protection will be provided by buildi ng construction features and site measures. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value Evaluation criteria. The RFP solicitation, (W9126 G-06-R-0096), is anticipated to be issued on or about 13 September 2006, and offers will be due on or about 13 October 2006. No public bid opening procedures are applicable to this solicitation. Anticipated award date is 30 October 06. Anticipated project completion date is 30 October 07. FAR 52.219-14, Limitations on Subcontracting applies. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 20 02 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Business Size Standard is $31 Million.
