Description

Provide all personnel, equipment, tools, supplies, and materials necessary to perform seasonal maintenance and start-up services for approximately 400 evaporative coolers at Davis-Monthan AFB AZ. Work includes, but is not limited to: Preventive maintenance, such as replacing pads; inspecting/replacing/lubricating as necessary belts, pumps, motors, bearings, etc.; cleaning pad frames and water distribution lines/nozzles; and coating/painting interiors and exteriors of coolers; Perform annual start-up and preparation for use, to include: install pads, test and adjust as necessary all components to ensure proper operation prior to the cooling season. Contractor will also provide a 90-day warranty period following start-up. Base period of performance will be December 1, 2006, through September 30, 2007, with four one-year option periods, all of which will be included in the evaluation for award. This solicitation is set aside exclusively for small businesses. The applicable NAICS Code for this solicitation is 811310 and the corresponding size standard is $6.5 million. This will be a Best Value acquisition, using Past Performance/Price Tradeoff (PPT) evaluation procedures. This solicitation will be issued as a commercial format Request for Proposals. The Service Contract Act will apply. The anticipated issue date for this solicitation is on or about September 8, 2006. It will be available only via the Electronic Posting System. No paper copies will be furnished. No bidders mailing list will be maintained.
