Description

The Immigration and Customs Enforcement Division of Homeland Security (ICE) intends to negotiate, on a sole source basis, a purchase order with NS Microwave located at 165 Halpin Ave Suite 1 Staten Island, NY 10312-1228 for high performance day/night camera concealments along with the necessary accessories used by ICE under the authority of FAR 6.302. The anticipated date for award is September 5, 2006. NS Microwave is the proprietary of the design of the camera?s where they incorporate high level engineering, circuits, designs, controllers and pedestals that enable the final camera owned by the vendor. Once the enhancement are made no other vendor including the manufacturer of the camera can work on the camera without coming to NS Microwave. The components to the cameras cannot be purchase via open market. NS Microwave has designed the systems to operate and communicate at the standards, frequencies and setting set by the company. The program office is in need of this particular camera system to maintain continuity of performance with various systems currently in place and the vendor is the only one who can provide compatible systems. Interested parties may submit their interest; however, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals or bids, and cost and pricing data are not solicited. A determination by ICE not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of ICE. Responses are due by September 4, 2006. Numbered note 22 applies. Please substitute three (3) days in lieu of forty-five (45) days.
