Description
REQUEST FOR INFORMATION - MARKET RESEARCH SURVEY TO VALIDATE SCOPE AND GROUPING for Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC MIDLANT) Facility Sustainment, Contract Inspection, and Specification Writing (FS and CISW) services in the mid-Atlantic region. The preliminary planning process is being performed in accordance with OPNAVINST 4860.7D Navy Commercial Activities Program, (28 September 2005) and the Office of Management and Budget Circular Number A-76 (Revised May 29, 2003). Performance of Commercial Activities. Market research is being conducted as part of the preliminary planning phase (prior to formal public announcement) in accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to validate the scope and grouping of functions, determine the appropriate North American Industry Classification System (NAICS) code, and confirm whether potential sources are available to satisfy agency requirements allowing standard public-private competition(s). Small business sources will be considered in this research. One or more contracts may or may not result depending on the outcome of the market research and subsequent public-private competition. The purpose of conducting public-private competition(s) is to determine the most efficient and cost effective method for providing the services required. The public-private competition(s) will determine whether the services will be performed under contract(s) from commercial sources or continue to be provided by a Most Efficient Organization (MEO) of the federal workforce. The Government contemplates the issuance of one or more solicitations for all or part of the service requirements defined below. Research Method. A questionnaire has been specifically designed to focus on the scope of requirements of this potential competition. A separate questionnaire form (attached)will be used to record market information obtained from each commercial source included in the research. NOTE: This is to advise any commercial source that provides information as part of this market research process that your information will not be used later as part of the evaluation process should you choose to submit a proposal under any solicitation(s) that may result. Title: NAVFAC MIDLANT Facility Sustainment, Contract Inspection and Specification Writing (FS and CISW) Services Locations where work is currently performed: 1) Naval Station, Norfolk; 2) Naval Amphibious Station, Little Creek; 3) Naval Air Station, Oceana; 4) Norfolk Naval Shipyard, Portsmouth; 5) Naval Hospital, Portsmouth; 6) Naval Weapons Station, Yorktown. Scope of Requirement: Provide all NAVFAC MIDLANT Facility Sustainment, Contract Inspection and Specification Writing services to include Facility Maintenance, Dispatch, Contract Inspection, and Specification Writing.
