Within bullet points 2 and 3 under Section 4: AWARD CRITERIA, the language has changed slightly. The description "exactly" like those in South Africa has been replaced with "similar to" those in South Africa. Bullet points 2 and 3 should read like they are shown below. The changes are represented in ALL CAPS. Section 4: AWARD CRITERIA Individual proposals will be initially evaluated by a Procurement Selection Committee of representatives from the Grantee. The Committee will then conduct a final evaluation and completion of ranking of qualified Offerors, and the Grantee shall promptly negotiate a contract with the best qualified Offeror. If a satisfactory contract cannot be negotiated with the best qualified Offeror, negotiations will be formally terminated. Negotiations shall then be undertaken with the second most qualified Offeror and so forth. To qualify for selection for this consultancy and approval by USTDA, the bidding team should demonstrate the following qualifications (should include reference to specific power facilities currently in operation): Bullet 1: Experience in developing system upgrade and integration strategies and plans for distribution utilities (20 percent); Bullet 2: Experience in working within the power distribution sector, inclusive of regulatory standards SIMILAR TO those in South Africa (i.e. NRS047, NRS048, Power Quality Directive) (20 percent); Bullet 3: Experience in designing utility based IT systems SIMILAR TO those that will be implemented in South Africa in accordance with its regulatory standards (i.e. Draft NRS084 on Information exchange) (15 percent); Bullet 4: Experience with SCADA systems (15 percent); Bullet 5: Experience in planning and/or implementing outage management systems (15 percent); Bullet 6: Experience in working with utilities and government regulatory agencies planning distribution system management systems and ensuring compliance with mandatory regulations (15 percent). The following positions should be presented for this assignment. The bidder may provide other qualified individuals as they see appropriate:
