- This is a sources sought notice to small business only, preferrably those on the GSA IT schedule. The Federal Election Commission (FEC) is seeking potential sources to provide a sampling software program that will replace the sampling software currently utilized. Specifically, the FEC Audit Division has the responsibility for administering the Presidential Matching fund program by determining that candidates meet the eligibility requirements, reviewing requests for funds and certifying the amounts to which candidates are entitled. The sampling software functionality must include monetary unit, attribute, and classic variables sampling capability. Sample procedures should include sample size calculation, sample selection from a file or from a sequence number, evaluate sample results at various levels of reliability and tolerable risk using either a one side or two-sided analysis. Additionally, the software must include the ability to expand a sample that does not produce an estimate that meets sampling risk criteria; be compatible with common electronic file formats and perform various queries and data mining functions. The architecture platform for Federal Election Commission's major applications is Java 2 Enterprise Edition web based application with Oracle as backend database. The sampling software should provide a program interface that can easily integrate with other systems and databases. It is also preferable that the sampling software be a web based server side application. If the respondent's description of the software program selects sample items by systematic or interval selection rather than random, discuss whether there are any additional sampling risk associates with this method. Any respondent that may possess the capabilities to provide this software program should respond to this notice no later than September 13, 2006, 12:00 noon.
