Description
The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to the University of Colorado, 3100 Marine Street, Room 481, Boulder, CO 80309-0572. This purchase order is for enhancements to the RiverWare Modeling software and associated software tools and Hydrologic Database (HDB) from the University of Colorado Center for Advanced Decision Support for Water and Environmental Systems (CU-CADSWES). CADSWES will enhance the database of record within HDB, and improve usability features. CADSWES will develop rules associated with policy within RiverWare, develop new physical process algorithms, usability features related to RiverWare software applications, improve overall model performance, and perform modeling studies for special situations. Since 1993, Reclamation, the Tennessee Valley Authority (TVA), the U.S. Geological Survey, and CADSWES have participated in a collaborative research and development program to develop Decision Support tools for water management. Two major applications from this program are used by Boulder City Operations Office (BCOO): RiverWare, a generalized river and reservoir simulation system, and HDB, a river and reservoir data management system. These software systems are integral to the daily scheduling and monitoring of water deliveries for the Lower Colorado River System. Annually, approximately 9 million acre-feet of water are scheduled and released from Lake Mead to meet the delivery orders of water entitlement holders in the U.S. and for 1944 Water Treaty deliveries to Mexico. The scheduling and monitoring of this volume of water via a system of dams, powerplants and diversion canals requires that RiverWare and the HDB be operational at all times. CADSWES developed, enhances, and maintains these packages for the users and is, therefore, the only entity able to provide these services. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is September 6, 2006.
