The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Afghanistan Senior Police Advisor (SPA) will work under the direction of the INL NAS Director and Embassy Kabul in coordination with the INL Washington based Afghanistan Police Program Officer to develop and implement U.S. foreign policy directives regarding the training, equipping, and continued development of the Afghanistan police. Background INL manages police programs in Afghanistan totaling over $400 million in FY 2006. The management of a complex program of that size and importance to US foreign policy goals requires a competent manager with significant domestic and international policing expertise as well as the leadership skill required to lead a team of individuals with strong law enforcement expertise to monitor and troubleshoot all aspects of the program. General Program Description The INL SPA will provide advice and assistance to the INL NAS Director, to CSTC-A and to INL Washington to ensure the successful implementation of U.S. foreign assistance programs in Afghanistan. INL is responsible for implementing U.S. foreign assistance programs designed to reestablish and reform the Afghanistan police. Program activities include maintenance and operation of seven regional police training facilities plus one central training facility to provide basic law enforcement training for 50,000 National Police (including 2,600 Highway Police) and 12,000 Border police in Kabul, Gardez, Kandahar, Mazar-i-Sharif, Konduz, Bamiyan, Jalalabad and Herat. In addition, INL supports nearly 400 senior police experts as mentors deployed throughout Afghanistan. INL provides training related equipment, supplies and materials, infrastructure support to the Afghan police as well as contributions to the United Nations Law and Order Trust Fund for Afghanistan. Activities will also include continuing a comprehensive reform program for the Ministry of Interior. Level of Effort The level of effort required in Afghanistan over the period of this one-year contract is 100 percent. The position is full-time, with a minimum of 50 hours per week. Relationships Contractual Relationship - The SPA will report directly to the NAS Director at Embassy Kabul, Afghanistan. Travel Frequent travel is required to the areas within Afghanistan to coordinate and assist with the successful implementation of the programs cited above. Position Elements Serves as Embassy Kabul?s senior technical police expert and strategist in formulating policy recommendations related to the development and implementation of an effective police program in Afghanistan. Serves as the primary advisor to Embassy Kabul with respect to these programs and initiatives. The incumbent provides administrative and technical supervision to a team of five subordinate staff (contract employees) that encompasses the full range of supervisory and managerial authorities, such as establishing standards of quality and quantity of work, reviewing and evaluating work performance and products; providing guidance and counsel; resolving grievances and effecting limited disciplinary action; approving leave, ensuring training, on and off the job, and furthering the goals of equal employment opportunity. In coordination with the INL representative to CSTC-A, develops, directs, plans, manages and coordinates efforts in support of the Afghanistan Police Program (APP). Works closely with CSTC-A, INL, U.S. Embassy Kabul, and the Afghan Government to resolve issues affecting operations relating to the administration of these programs. Provides a leading role in coordinating international participation in these programs and coordinates USG efforts and implementation with the Afghan Government to develop an effective and efficient Afghan civilian police force, aimed at combating transnational crime and developing closer regional law enforcement cooperating within the country as well as with other countries in the region. Monitors and coordinates INL contractor activities at police training sites (currently Kabul, Gardez, Mazar-i-Sharif, Kandahar, Konduz, Jalalabad and Herat) to ensure proper maintenance and operation of classrooms, dining facilities, space for administration and support, living quarters, bathroom/shower facilities, generator power, water, parking areas, furniture, and security arrangements. Monitor and coordinate INL contractor activities related to Ministry of Interior reform efforts and helps to advance USG and multilateral agenda in implementing anticorruption measures in government and private sectors. Maintain contact with the US and international members of the training team to ensure that their activities are in accord with program guidelines established by INL, the NAS Director and CSTC-A. Monitor the quality and scope of instruction being rendered to recruits at the police school in Kabul and the seven regional police training facilities. Perform liaison activities with the German project team residing in Kabul, CSTC-A, Combined Forces Command ? Afghanistan (CFC-A), United Nations, Non-Governmental Organizations, International Security Assistance Force, and donor country representatives in Kabul to maintain information flow to interested parties on the nature and progress of US assistance for Afghan police. Monitor the quality and scope of instruction being delivered by the Afghan trainers with guidance from the international police advisors assigned to each training facility. Conducts ongoing program dialogue with host country government officials and to ensure broad political and financial support for these programs. Participates in multilateral and regional meetings that relate to the security and stability of Afghanistan, advancing the USG?s policies and programs. In coordination with CSTC-A, interacts regularly with high ranking host government law enforcement officials and other international agencies to analyze internal perspectives and progress on developing police capabilities as well as ensure that programs are meeting the constantly-changing priorities of these groups, and are keeping pace with changes in the international law-enforcement community, as well. Assists INL in carrying out appropriate statutory and regulatory responsibilities relating to these areas of responsibility to ensure attainment of the Administration?s objectives. Provides Embassy Kabul with current analysis and up-to-date information on issues relating to the development of police programs and the integration of the international efforts for an effective law enforcement program for Afghanistan. Draft routine reports and cables detailing pertinent activities relative to the overall law enforcement mission. Serve as Control Officer for designated visiting U.S. Officials; draft written schedules of events for the visiting official(s) and coordinate all activities and required support with proper internal and external post personnel. Minimum Requirements US Citizenship. 10 years experience in U.S. domestic law enforcement. Experience overseas working with the UN or other international organizations in a CIVPOL or similar peacekeeping mission. Ability to obtain DOS-approved security clearance at the secret level. Preferred Knowledge and Abilities Superior negotiation and interpersonal skills. Excellent oral and written English communication skills. Knowledge of police development in an international environment. Special Instructions to Offerors The successful candidate will have the skills, experience, and ability to: Assist in recommending and implementing U.S. foreign policy objectives. Collect and report information relevant to the Afghanistan Police program and overall Afghanistan law enforcement development. Work effectively under pressure, within short time constraints, and during times of rapidly developing events. Negotiate, communicate, and coordinate with the United Nations, International Security Assistance Force, U.S. military operational activities and units, and other members of the International community to develop effective and complimentary U.S. action plans and programs. Evaluation Criteria Demonstrable knowledge of U.S. foreign policy regarding the training, equipping, and continued development of the foreign police services, functions and institutions. (40 points) Demonstrated ability to work effectively with host-nation counterparts, departments and ministries to further U.S. program goals and objectives and communicate those issues in a timely and concise manner. (25 points) Demonstrated familiarity with international organizations involved in law enforcement components in missions around the world, and demonstrated understanding of the requirements for coordinating U.S. programs with them. (35 points) D. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
